HIT Congress 2009: empirica presents results of eHealth Benchmarking and Good eHealth studies

empirica researcher Jörg Artmann was invited to this year's Health Information Technologies Congress in Paris to present and discuss results of the eHealth Benchmarking and Good Practice eHealth studies. Together with fellow discussants Martin Denz, president of EHTEL and Pascal Garel, president of HOPE, the current eHealth situation in Europe and the challenges related to measuring eHealth progress were critically reviewed. A short analytical paper on the challenges related to measuring eHealth is available under the title: "Mesurer le progrés dans le domaine de la e-Santé Benchmarking et « bonnes pratiques »" (eHealth Benchmarking and Good Practices), written by Jörg Artmann with the support of Ingo Meyer and Maike Didero, empirica GmbH.

The Good eHealth practice: eHealth showing advantages for all stakeholders Presentation by the Good eHealth Project at the Ministerial Conference “eHEALTH FOR INDIVIDUALS, SOCIETY, AND ECONOMY” in Prague on 18 – 20 February 2009

A wide variety of innovative ICT applications have been successfully implemented. They constitute a source of valuable experience and examples of good practices.
In this session attendees learn about these successful experiences, based on the positively evaluated projects, included in the good eHealth database.
Ingrid Moldenaers, Deloitte Belgium, will give an overview on the different project steps executed to realise the database and the most important success factors and barriers reported by the project owners of the 100 good eHealth cases.
As indicated below, the objective of the session is also to improve the confidence of health care executives, health care professionals, health care industry and last but not least patients in using eHealth tools and solutions.

  • Increasing the confidence of decision makers in high-level strategy development, including providing political and financial incentives for mid-term investment
  • Improving health professionals' confidence in accepting and using eHealth tools
  • Support the industry in their role as provider of ehealth solutions, meeting the needs of the users
  • Helping to demonstrate the case for the citizen in the areas of knowledge-based and citizen-centred care tools and solutions

Via this sharing of experience at the eHealth conference in Prague, the ultimate aim of the Good eHealth project is to achieve a multiplier effect, motivating others to follow suit.

ES 39: Internet EHR and nationwide PACS: eHealth projects from Estonia - November 5, 2008 at 12.00 – location A2

In this session two remarkable e-Health solutions from Estonia, included in the good eHealth knowledge database are put in the spotlight: the Digital Health Record, which is an internet-based EHR, and a nation-wide PACS. Both systems exchange healthcare data through the country and amongst multiple healthcare stakeholders through the use of standardize digital documentation and a central database repository.

ES 58: Electronic patient records, more easily accessible information, changing roles for hospitals – November 6, 2008 at 10.45 – location A2

This session will present two distinct electronic patient record implementation cases from England and Finland and take a look at how implementation improved access to information and transformed the role of the hospital in relationship to its patient. Both projects are included in the good eHealth knowledge database.

Brussels, 10 September 2008 - The Healthcare Bulletin has published an articel on the Good eHealth Project. In the recent publication the magazin stresses that increasing political attention and commitment given to eHealth at international, European and national level during the last decades has supported a wide spread of successful eHealth implementations. At all levels, healthcare stakeholders have expressed an increased interest for cooperation, knowledge and information sharing in order to learn from existing experiences.

Although coming from very different application fields they have something in common: The all address the problems of a rural and sparsely populated country. Therewith the solutions presented can be good examples for similar countries and regions.

Integrated Prehospital Health Emergency Services in the Region of Crete
An integrated pre-hospital health emergency management system was developed to provide advanced technological support through the use of intelligent eHealth tools and services for the optimal response management of pre-hospital health emergencies.

CardioExpress Telemedical Services
Founded in 1993 in Athens, Greece, CARDIOEXPRESS S.A introduced telemedicine services specializing in cardiology. Today, it is one of the largest European telemedicine companies providing service for transmitting 8,000 trans-telephonic ECGs per annum.

Delivering home care for chronically-ill patients by the Sotiria Hospital in Athens
The Sotiria Chest Disease Hospital in Athens extended its service through an eHealth unit established in 1999. The unit aims to advanced eHealth services to chronically ill patients, especially for tele-rehabilitation, home care and home-hospitalization.

The Good eHealth project will feature the chronic disease management system 'Thrombosis Digital Logbook', The Netherlands and the Telecardiology service in Lombardy, Italy at the Med e Tel conference http://www.medetel.lu upcoming 16-18 April 2008 in Luxembourg.
Med-e-Tel focuses on ehealth and telemedicine applications and a wide range of other medical ICT applications and on the convergence of information and communication technology with medical applications, which lead to higher quality of care, cost reductions, workflow efficiency, and widespread availability of healthcare services.
The two featured projects in short:

  • Thrombosis Digital Logbook: In the Netherlands a system of home monitoring equipment and a web medical record for patients and medical professionals has been created. The main stakeholders of the project are the patients, using home monitoring equipment, to measure their blood values and the Thrombosis Services, having a medical responsibility. The Digital Logbook contains a medical record and functions for the thrombosis service to perform the medical supervision of the patients. This entails entering new blood values and the calculation under protocol of a new dosing scheme. It also contains the possibility to immediately make adjustments and communicate these to the patients. The Digital logbook was the winner of the Dutch ICT award for innovation 2005.

  • Telecardiology in Lombardy, Italy: The telecardiology project began with the Boario Home Care Project, Lombardy, in 1998, with the aim of applying new models of disease management and new technology in Italy. In this phase, the project aimed to install, evaluate, then establish a telecardiology network for general practitioners in a mountain region in Lombardy. Currently there are three different types of telecardiology services: rapid second opinions for General Practitioners, home telenursing for chronic patients and call centre services for hospitals. By 2006, over 700 general practitioners and 30 hospitals were registered with Health Telematic Network and Salavatore Maugeri Foundation. The telecardiology project extended the services provided and the target groups over the years.

Implementing Good Practice in Europe’s hospitals

Good eHealth: Implementing Good Practice in Europe’s hospitals (ES 25) Good eHealth was presented at this years World of Health IT conference in Vienna. The conference featured a total of 1855 registrants from 59 countries, 66 exhibiting companies, and reached a considerable audience of health IT professionals, vendors, and consultants. At the centre of the project's session were the results of the Good eHealth study (www.good-ehealth.org), a three year EC funded project designed to document and disseminate examples of good practice eHealth implementations. The cases presented at the session illustrated the importance of the organisational setting; the development and flexible implementation of a strong vision; and creative engagement of the staff involved in realising and making use of new eHealth systems, as well as the careful planning and change management to implement new organisational processes. In summary, these are not really new challenges, but manage-ment has been slow to grasp their key relevance in contemporary hospital and healthcare settings.

2008 is a ‘new look’ year for Good eHealth

Good eHealth has obtained a new look and feel in 2008. It wants to exploit to the optimum the rich body of data on good cases that it has developed. Good practice continues to be an activity at the core of the eHealth action plan. We therefore announce:

A new look website: We have completely refurbished our website and knowledge base to even better suit you needs. We hope that our content will be better to find, easier to use and better looking.

Starting in a new year is always a good time to look back – In the following find two recommendations of what happened in 2007:

  • European Good Practices in eHealth: Systems and Application in Hospitals Pre conference workshop at the World of Health IT Conference Vienna, Austria - 22nd October 2007.
  • Case of the month for September 2007: IZIP, Czech Republic : a web-based, nation-wide electronic health record system
  • The eHealth application is a national EHR, used by all relevant stakeholders in healthcare, including the patients themselves. It is supported by the largest health insurer in the Czech Republic, serving two thirds of the Czech population.



Invitation to the European Good Practice in eHealth Workshop - Systems and Applications for Hospitals at WHIT 07 (October 22, 2007 2:00 PM, Vienna, Austria)

Deloitte, together with empirica and the European Commission, will present an upbeat view of the Exchange of Good Practices in eHealth during a half day free of charge workshop in Vienna. The session will take place on 22nd of October from 14.00 to 18.00 CET. In this workshop 5 good eHealth cases will be presented, covering a wide range of eHealth implementations. Topics covered amongst other are the development and implementation of an electronic patient record, the implementation of a resource planning tool in order to manage and streamline activities, the gradual adoption and benefits of a medical data secured internet transmission service connecting laboratories, GPs, patients, specialists, hospitals, private clinics, elderly houses, the development of alternative communication channels to attract medical professionals to continuous medical education and last but not least the importance of information systems in order to manage hospitals, based on knowledge instead of guesses.

This workshop will be complemented by market review of the state of art in this field so to answer the important question: are Europe's hospitals ready for eHealth? This information is covered by the Health Information Network Europe (HINE) hosted by Deloitte.

In the last section of the workshop we would like to have a Look at the Future focusing on the Vision of IT and eHealth from an industry perspective, and how to align Vision with the Healthcare Reality.

The final objective of the workshop is to show and present selected good eHealth hospital cases, in order to share knowledge and learn from their success factors and failure factors and to conclude how vision, leadership and sustainability can be realised with the involvement of the different health care stakeholders.

First Workshop was a success

Presentation at eHealth High Level Conference Malaga, May 2006 At the eHealth
High Level Conference the project undertook its first of three major workshops. Attended by about 200 persons the project introduced the audience to findings of the eHealth Impact project, which are the basis for the Good eHealth project, and presented four good practice examples from a hospital level up to a cross border case studie. European Health Ministers briefed on Exchange of Good Practices in eHealth

May 2006 Deloitte and empirica will present an upbeat view of the Exchange of Good Practices in eHealth during a one-day workshop at the European eHealth Ministerial Conference to be hosted by the Spanish Government and the Andalucian Regional Government, in conjunction with the Austrian Presidency of the European Union and the European Commission, in Malaga. This 3-day conference, to be held on 10-12 May 2006, will provide European Health Ministers with an opportunity to report progress over the past 12 months towards agreed goals for eHealth to transform and improve traditional care delivery processes.
